外國(guó)人來(lái)華工作許可是中國(guó)政府對(duì)外國(guó)人申請(qǐng)到中國(guó)工作實(shí)行統(tǒng)一準(zhǔn)入標(biāo)準(zhǔn)和審批監(jiān)管的全新制度，是對(duì)原有制度的改革和完善。改革重點(diǎn)實(shí)現(xiàn)五個(gè)統(tǒng)一：

統(tǒng)一管理職能，實(shí)行權(quán)責(zé)一致。外國(guó)人來(lái)華工作由原申辦外國(guó)專(zhuān)家證、外國(guó)人就業(yè)證改為統(tǒng)一申辦《外國(guó)人工作許可證》，我省統(tǒng)一由市(州)外專(zhuān)部門(mén)進(jìn)行辦理。
